    ST. MARTIN PARISH CONSOLIDATED WATERWORKS DISTRICT NO. 4 WATER SYSTEM IMPROVEMENTS PROJECT 2 – WATER DISTRIBUTION SYSTEM IMPROVEMENTS FOR THE ST. MARTIN PARISH GOVERNMENT
    and the bids will be opened and publicly read aloud at that time. Bids received after the specified time will not be considered.
    The Work Shall Consist of Furnishing and Installing Approximately 32,770’ of 4” – 8” C-900/DR-18 Water Main, 20,830’ of 2”- 3” SDR 26 Water Main, 980’ of 4” – 8” DIPS/SDR 11 PE Water Main, 11,700’ of 3/4” – 2” SDR 9 PE Service Tubing, 384’ of 3/4” – 2” Service Connections, and 890 Automatic Read Meters. Along with Associated Work.
    No Pre-Bid Conference will be held on this project.
    Only the bids of Contractors licensed under Louisiana Contractor’s Licensing Law under Chapter 24 of Title 37 of the Louisiana Revised Statutes will be considered for bids exceeding $50,000.00. Should the bid exceed $50,000.00, Contractors desiring to bid shall hold license of proper classification under “Municipal and Public Works Construction” in full force and effect at the time drawings, specifications, and forms are requested from the office of the Engineers.
    As evidence of good faith of the bidder, a “Bid Guarantee” equivalent to 5% of the base bid plus any additive alternates, consisting of a firm commitment, such as a bid bond, certified check, or cashier’s check, shall accompany each bid as assurance that the bidder will, upon acceptance of his bid, execute such contractual documents as may be required and within the time specified. If a bid bond is used, it shall be written by a surety or insurance company currently on the U.S. Department of the Treasury Financial Management Service list of approved bonding companies, which is published annually in the Federal Register, or by a Louisiana domiciled insurance company with at least an “A–” rating in the latest printing of the A.M. Best’s Key Rating Guide to write individual bonds up to 10% of policyholders’ surplus, as shown in the A.M. Best’s Key Rating Guide, or by an insurance company in good standing licensed to write bid bonds which is either domiciled in Louisiana or owned by Louisiana residents. The successful Contractor will be required to execute a Performance Bond and a Payment Bond in the full amount of the contract as more fully defined in the Bidding Documents.

 FOR BIDS
    •The Title of this Project is: Back-flow Preventer Installation @ Sites LA 40-1,2,&3 – St. Martinville – 2022 CFP, St. Martinville, Louisiana for the Housing Authority of St. Martinville located at 100 Bulliard Drive, St. Martinville, Louisiana 70582. The Architect for this Project is: Frick Architecture, LLC, 900 S. College Road, Ste. 305, Lafayette, Louisiana 70503. Contractors are invited to submit a bid for the construction of above referenced project. Bids shall be accepted from Contractors who are licensed under LA R.S. 37:2150-2163 for the Classification of General Contractor.
    •Each bona fide bidder is required to comply with provisions and requirements of LA R.S.38: 2212(A)(1)(c). No bid may be withdrawn for a period of thirty (30) days after receipt of bids, except under the provisions of LA R.S. 38:2214 or without the consent of the Housing Authority.
    •The Work for this project is generally described as the following: installation of new backflow preventers of the owner side of the main water meter, concrete pad, insulated backflow enclosure, and other necessary and required work for proper installation as described in the specifications and construction documents.
    •Bids shall be a Stipulated Sum basis as per the original documents.
    •The Owner will receive sealed bids at the Central Office of the Housing Authority until 10:00 AM, Thursday January 9, 2025. All bids will be publicly opened and read aloud immediately after the time set for submittal.
    •The Owner requires the Architect to issue Substantial Completion of the Work on or before 75 calendar days after the Notice to Proceed.  Thereafter, liquidated damages will be charged.

Government Bonds, or satisfactory Bid Bond executed by the bidder and acceptable Sureties) in the amount of 5% of the highest possible bid amount is required. November 11, 2024
    The Regular Meeting for the Town of Henderson, a Louisiana Municipal Corporation, was called to order by Mayor Sherbin Collette on November 11, 2024 at its legal domicile in Henderson, at 7:00 P. M. as per public notice of said meeting, with a quorum of Council members present.
    The Invocation was read by Courtlyn Poirier, Town Clerk, Henderson, Louisiana.
    The Pledge of Allegiance was led by Mayor Sherbin Collette.

    Upon motion of Jody Meche, duly seconded by Nita Berard, the motion carried to approve the minutes of the October 14, 2024 Regular Meeting.
    Attorney Jerry Mallet discussed the Town’s adjudicated property on 1015 Noel Dr. in the Town of Henderson, as the adjacent property owner is still interested in the property. The adjacent property owner has performed improvements to the property, including cutting the grass, cutting trees, filed in holes on the property with dirt, clean up property, and put boards on the house to keep people out of it. It was moved by Jody Meche, duly seconded by Judy Broussard and unanimously carried, that Attorney Jerry Mallet proceed with negotiations with the adjacent property owner with the condition that the owner release claims for expenses for improvements made and the owner pay all expenses incurred by the Town and for the transfer fees.
    Upon motion of Judy Broussard, duly seconded by Nita Berard, the motion carried to approve the financial reports of funds for the month of October.
    The monthly budget comparison report was included in the agenda; however, there was no discussion on these reports.
    Upon motion of Richard White, duly seconded by Nita Berard, the motion carried to approve the purchase of 7’ bush hog, at the cost of 5,055.00 from Sammy Broussard Equipment Center.
    Upon motion of Nita Berard, duly seconded by Jody Meche, the motion carried to introduce the following Resolution contingent upon the agreement of the adjacent property owner for the conditions stipulated by the council:

    Upon motion of Judy Broussard, duly seconded by Jody Meche, the motion carried to adopt the following Resolution:
RESOLUTION NO. 2024-009
A RESOLUTION REQUESTING FINANCIAL ASSISTANCE FROM THE STATE OF LOUISIANA UNDER THE FISCAL YEAR 2024-2025 LOCAL GOVERNMENT ASSISTANCE PROGRAM AND COMMUNITY WATER ENRICHMENT FUND PROGRAM
WHEREAS, the Louisiana Legislature has appropriated funding for the Fiscal Year 2024-2025 Local Government Assistance Program (LGAP) and Community Water Enrichment Fund (CWEF) Program; and
    WHEREAS, the Local Government Assistance Program offers grants to eligible municipalities and parishes for a wide range of projects to improve public health, public safety, living conditions and for economic development purposes; and
    WHEREAS, the Community Water Enrichment Fund Program offers grants to eligible municipalities and parishes for rehabilitation, improvements and new construction projects for community potable water systems; and
    WHEREAS, it is deemed necessary and proper to submit applications to the Louisiana Office of Community Development under the Fiscal Year 2024-2025 Local Government Assistance Program and also the Fiscal Year 2024-2025 Community Water Enrichment Fund Program.
    NOW THEREFORE BE IT RESOLVED by the Town Council of the Town of Henderson that Mayor Sherbin Collette is hereby authorized to sign and submit an application to the State of Louisiana, Office of Community Development under the Fiscal Year 2024-2025 Local Government Assistance Program and also execute any and all documents should this grant be funded; and
    BE IT FURTHER RESOLVED that the Mayor is hereby authorized to sign and submit an application to the State of Louisiana, Office of Community Development under the Fiscal Year 2024-2025 Community Water Enrichment Fund Program and also execute any and all documents should this grant be funded.

    Upon motion of Jody Meche, duly seconded by Nita Berard, the motion carried to adopt the following Ordinance:
ORDINANCE NUMBER: 2024- 005
AN ORDINANCE OF THE HENDERSON TOWN COUNCIL AUTHORIZING AN INCREASE IN THETOWN OF HENDERSON’S CONTRIBUTION TO THE VALLIC RETIREMENT PLAN FROM 3% TO 10%
BE IT ORDAINED by the Town Council of the Town of Henderson that:
SECTION 1:    
    It is the intent of the Henderson Town Council (Council) to implement policies which will significantly enhance its goal to attract and retain quality individuals as full-time employees of the Town of Henderson (Town Employees). Further, it is the conclusion of the Council that providing Town Employees with a quality deferred compensation plan appreciably enhances the achievement of this goal. The Council now further concludes that the beneficial aspects of its current Valic deferred compensation plan are insufficient, to the extent that such policies do not enhance the achievement of its above stated goal. Consequently, the Council now intends to substantially enhance the beneficial provisions of the current Valic deferred compensation plan in order that same will serve as motivation for the attraction and retention of quality individuals to serve as Town Employees.
SECTION 2:         
    In consideration of Section 1 above, the Council hereby ordains that the contribution made by the Town of Henderson (Town) to its existing Valic deferred compensation plan (for each of its Town Employees) shall hereafter be increased from three percent (3 %) of the base salary of each Town Employee to 10 percent (10 %) of said base salary. The Council further ordains that each Town Employee may contribute any amount monthly to such Town Employee’s deferred compensation plan as said Town Employee wishes to contribute, and that such contribution will be paid into the Town Employee’s retirement plan along with the Town’s percentage contribution to same.
SECTION 3:    SEVERABILITY:
    If any provision or portion of a provision of this ordinance is held to be unconstitutional, preempted by federal or State law, or otherwise invalid by any court of competent jurisdiction, the remaining provisions of the ordinance shall not be invalidated, unless said provisions cannot be interpreted to substantially fulfill the policy and purposes set forth herein, or should any interpretation thereafter of all or a portion of the remaining provisions of this Ordinance lead to an absurd result, in which event that portion or all of the remaining portions of this Ordinance shall be construed to be null and void.
SECTION 4:    EFFECTIVE DATE.
    This ordinance shall become effective immediately upon return of the ordinance to the City Clerk (after execution by the Mayor), at midnight on the tenth (10th) day after receipt of the ordinance by the Mayor without signature or veto, or upon an override of a veto, whichever occurs first.
SECTION 5:    REPEALER:
    Any Town of Henderson ordinance or parts thereof in conflict herewith are hereby repealed.

ORDINANCE NUMBER: 2024- 006
AN ORDINANCE OF THE HENDERSON TOWN COUNCIL INCREASING THE HENDERSON-NINA WATER SYSTEM CONTRACT RATE FROM $2,200 PER MONTH TO $3,000 PER MONTH
BE IT ORDAINED by the Henderson Town Council that:
SECTION 1:    
    The Henderson Town Council (Council) hereby acknowledges a request by the Henderson-Nina Water System, Inc. (System) for an increase in the contract amount for services provided the Town of Henderson (Town) by said System pursuant to a service agreement finalized between the Town and said System in September 2006. In view of increased operational costs, including salaries, the System is requesting an increase in the contract amount from $2,200 per month to $3,000 per month. The last such monthly increase in the contract amount was requested and granted in November 2013.
SECTION 2:         
    In recognition of the significant increase in costs for labor and materials from 2013 until the present date, the Council finds that the request for an $800 per month increase in the above described contract amount (from $2,200 per month to $3,000 per month) is justified as both timely and reasonable, and the Council hereby authorizes an increase in the contract amount charged the Town by the System from $2,200 per month to $3,000 per month. The Council further authorizes the Mayor to take those steps necessary to implement the increase authorized hereinabove.
SECTION 3:    SEVERABILITY:

    Mayor Sherbin Collette discuss with the Town Council about the of hiring Mark Blanchard to cut grass at the exits off of the interstate and roundabouts. He will be part-time and paid out of Hotel/Motel Fund.
    Upon motion of Jody Meche, duly seconded by Nita Berard, the motion carried to hire Mark Blanchard to cut grass at the roundabouts and at the exits off of the interstate.
    Mayor Sherbin Collette informed the Town Council that he would like to increase the prices of the rentals at the Recreational Building, as our prices are lower compared to other centers. He told the Council that what the suggested prices would be and to think over it to discuss at the next meeting. He also informed the Town Council that there is a contract that Coteau Holmes has their renters sign and is wanting to make a rental contract similar to it stating what we do and don’t accept, cleanup process, etc.

    Captain James Thibodeaux informed the Mayor and Town Council that the majority of the Henderson Police Department STAT’s are the same as last month.
    Street Commissioners had no new business to discuss.
    Park Commissioner Marvin Serrette was absent, but Mayor Sherbin Collette informed the Town Council that Marvin Serrette and the maintenance worked the whole week of November 4th to help get the pavilion cleaned and ready for the Atchafalaya Basin Festival.

The Parks City Council met in regular session on Tuesday, November 12, 2024 at 4:30pm at
the Parks City Hall. PRESENT: Kevin J Kately, Mayor; Yvonne Narcisse, Kanisha Potier, and
Trey Thibodeaux, COUNCIL; Robert Chevalier, Attorney; and Joy Frederick, Admin Asst.
Mayor Kately called the meeting to order. The Pledge of Allegiance was recited.
Upon the motion of Yvonne Narcisse and 2nd of Thibodeaux, the minutes of October 14,2024
was approved as written for publication.
A motion to approve and second the financials failed.
Mayor Kately spoke of Mineville & Asso preparing applications for LGAP/ CWEF for 2024-2025
fiscal year.
Upon motion of Narcisse and 2nd of Potier, Mineville was authorized to apply for the 24-25
LGAP/ CWEF applications
Mayor Kately spoke about introducing an ordinance for the public doing right on their side for
sewer and water Lines coming into compliance with the State requirements.
Chevalier spoke of specifics of the ordinance the will be written by him.
Upon motion of Thibodeaux and 2nd of Narcisse, was approved to introduce an ordinance
for sewer & water for the public
Mayor Kately spoke about amending the General Fund & Sales Tax budgets due to pay
increases for the Mayor & Clerk and also a Parks Police deputy.
Upon motion of Narcisse and 2nd of Thibodeaux, the budgets were approved.
Mayor Kately spoke about Christmas lights being restrung, sockets getting fixed/ redone and
possiblity of bows for the bridge. Purchasing Christmas banners to replace existing decor
was brought up as a possibility also
Mayor Kately spoke about doing a Christmas in the park for the community.
Mayor Kately spoke about getting the new generator soon for the city hall.
Mayor Kately spoke about getting bids for a new well.
Being no further business to come before the Mayor and council of the Village of Parks, the
meeting was adjourned upon motion of Potier and second of Narcisse
